One of the most common responses was an occasional, (I repeat, VERY) intrusive question from an urban other — mostly about taxes. When asked not why cities are not paying taxes, a 2014 presentation by the Brookings Institution explored US cities, asking how they’re doing after 25 years of providing free public education for the poor by making it available in every state. A few cities, including Indianapolis, were taking advantage of much of the budget that was going to be cut by 2032. As the numbers above suggest, most cities have been doing absolutely nothing.
